The conditions
A single-island resort, reachable only by boat or air, with infrequent supply runs. Average stay is fourteen nights. Guests are in water for a large part of every day. Staff live on the property for months at a time. Everything is charged to a villa. Salt is in the air continuously, including in the store room.
The presenting problem is credentials that look tired by the end of a stay and a store room that has twice come close to running out.
Isolation decides the quantity before anything else
Nothing arrives between supply runs, so spare stock is part of the specification rather than a contingency. It is calculated on the worst reissue period recorded, not an average one, plus duplicates of anything needed to issue a credential at all.
The production window is 14–21 days after artwork approval; the property adds its own inbound interval on top, and orders against a stock level rather than a calendar.
Fourteen nights is a different test
Elastic relaxes, cotton discolours, and a band that was comfortable on night two can be resented by night ten. A guest who removes a credential on a property where everything is charged to a villa is a guest who will need it reissued — which on an island is a stock event.
So the sample test here is longer than usual: a member of staff wearing the sample for the full average stay, inspected daily against a written list. Four days proves very little about fourteen.

Salt affects what is in the drawer
Worn credentials get rinsed by swimming; stored stock does not. Metal fittings corrode, printed surfaces dull and cords stiffen in storage, which is why the specification excludes metal components entirely and favours moulded and welded constructions over fabric-and-fitting assemblies.
Spare stock is stored sealed rather than on open shelving, and a block is opened and tested before a peak rather than assumed to be as delivered.
Staff are the second programme
Resident staff wear a credential daily for months through heat, water and shift work — a harder profile than any guest band. A replaceable-credential construction means a seasonal team turns over while the bands do not, which matters more here than anywhere because hardware arrives by boat.
The disable-on-leaving procedure carries the security weight, and it needs somebody assigned who is present when the person responsible is not.
