What numbering is actually for
Three things. Tracing which range went to which property or which season. Reconciling what was issued against what was received. And answering a security question about a specific credential rather than about the whole estate.
Without it, every question about a credential becomes a question about all of them, which is why an unnumbered estate tends to produce blanket responses — reissuing everything — where a numbered one produces a contained one.

Counted, range-labelled supply
Goods supplied in counted blocks with ranges on the labels let a property record what arrived without opening everything, and let an issue point reconcile by block rather than by scanning — which still works when a network does not.
It is decided at order time and cannot be retrofitted. It also costs nothing, which makes it one of the few genuinely free improvements available in a credential programme.

Continuing an existing convention
New credentials either continue an existing numbering convention or start a separate one, and that has to be stated before production. Continuing a range badly — overlapping, or restarting without a marker — is worse than starting a clean one.
Where a property does not know its own convention, that is worth establishing before ordering rather than after, because it is the kind of thing that is easy to discover and expensive to guess.

Printed numbers, encoded numbers, or both
A number visible on the credential lets a human reconcile without a reader, which is what a housekeeping supervisor or a goods-in clerk actually needs. An encoded identifier is what a system uses. They are not the same number unless somebody decided they should be.
Deciding that deliberately — and recording the relationship — is what prevents a property holding two audits that cannot be compared.
What an audit looks like in practice
Take the ranges received, subtract the ranges issued, subtract the credentials retired, and the remainder should be the credentials in stock. Where it is not, the gap is specific rather than general — a block, a season, a location.
That is the entire benefit. An estate that can produce that sum is one where a loss is a contained finding; an estate that cannot is one where a loss is an unbounded question.

01Do we need numbering if we already have a system?+
The system tracks credentials it has seen. Numbering and range labelling let you account for the ones it has not — stock in a store room, blocks issued to a location, credentials retired. The two answer different questions.
02Can numbering be added to a later order?+
To a later order, yes. To credentials already produced, no — which is why it is worth asking for on the first order even if the need is not yet obvious. It costs nothing.
03Should the printed number match the encoded one?+
Only if you decide it should and record the relationship. They are different numbers used by different people — a human reconciling stock, and a system identifying a credential — and holding two audits that cannot be compared is the failure to avoid.
